Donald Trump has put Cuba back on the list of state sponsors of terrorism as soon as he returns to the presidency, reversing Joe Biden's decision to remove the island from the list a few days before the end of his term. This decision has important consequences for international travellers, especially those who have recently visited Cuba.

Implications for travelers

People who have visited Cuba since January 12, 2021 are no longer eligible for ESTA electronic travel authorization to enter the U.S.. These travelers must now apply for a traditional U.S. visa, a more lengthy, complex and costly procedure. The application must be made at an American embassy or consulate.

  • Travelers must obtain a U.S. tourist (B-2) or business (B-1) visa.
  • This situation particularly affects European travelers, who now have to plan their trips further in advance and prepare for heavier administrative procedures.

Other countries concerned

It is important to note that nationals of the 42 countries of the Visa Waiver Program (VWP) who traveled in Iraq, North Korea, Syria, Iran, Sudan, Libya, Somalia or Yemen since March 1, 2011 are also ineligible for ESTA.. Trump's decision therefore keeps the travel restrictions in place.
